Start with the picture you want
Underwater imaging splits into three tiers. Action and compact cameras in their own housings are the simplest start and, with a red filter or a small video light, produce good results on a reef. Compact system cameras in a dedicated housing with a wet lens or two give real control over exposure and lens choice. Mirrorless and DSLR housings with ports, strobes and arms are the professional route and are listed by camera model.
Light is everything
Water absorbs red within a few metres, so the single biggest upgrade to any underwater camera is light: a filter for shallow ambient shots, a video light for close-up video, and one or two strobes for stills. Arms and trays hold them where you need them; ball-joint arms and clamps are standardised so you can mix brands.
